LPR Enforcement Services Limited (T/A Stellar) and its related bodies corporate listed at the end of this policy (collectively referred to as "Stellar", "Stellar Parking Systems", "we", "us", or "our") recognise that your privacy is important.

We comply with the Privacy Act 2020 (New Zealand), the Information Privacy Principles (IPPs), the Google Play Developer Distribution Agreement, and the Apple App Store Review Guidelines. This Privacy Policy governs our data collection, use, storage, retention, and disclosure practices, including via our mobile applications.

Our primary business activity is the provision of parking management, enforcement, and technology solutions.

 

Personal Information We Collect

We collect personal information to provide, maintain, and improve our services. We may collect the following categories of information:

• Device and Usage Data: IP address, device identifiers, operating system type, mobile network information, and application crash logs.

• Vehicle Data: Vehicle licence plate numbers and images of vehicles or parking activity (including ANPR data).

• Parking Event Data: Location, date, time, duration of parking events, and entry/exit records.

• Identity and Contact Details: Full name, email address, phone number, and postal address.

• Payment Information: Bank account and credit card details processed securely via certified third-party payment gateways.

• Account and History: Permit records, app account credentials, and enforcement history.

• Public Register Data: Information lawfully obtained under authorised public registers.

We collect this information when you:

• Enter, park at, or use a site managed by Stellar.

• Register an account, create a profile, or apply for a permit via our mobile applications or website.

• Enter into an agreement with us or contact customer support.

Stellar is authorised to access public register information supplied by Waka Kotahi NZ Transport Agency pursuant to Section 241 authorisations. This may include registered person names and addresses. For further details on this authorisation, please refer to the New Zealand Gazette. You may notify Waka Kotahi NZ Transport Agency if you wish to restrict access to your details under applicable legislation.

 

Purpose of Collection and Legal Basis

We handle your data transparently and only process it for specific, legitimate business purposes:

• Service Delivery: Administering accounts, processing in-app payments, managing parking permits, and facilitating vehicle entry/exit.

• Compliance and Enforcement: Monitoring sites, issuing parking notices, linking across parking events, and managing debt recovery or dispute resolution.

• App Optimization: Troubleshooting bugs, monitoring app performance, and ensuring network and system security.

• Legal Obligations: Complying with regulatory, statutory, or judicial requirements.

• Marketing: Sending optional promotional material regarding our services, strictly in compliance with the Unsolicited Electronic Messages Act 2007.

 

Consent and User Rights

By downloading our app, registering an account, or using our facilities, you acknowledge that your information will be collected and processed as outlined in this policy.

 

Data Retention and Security

• We implement industry-standard technical and organisational security measures to protect your personal information against misuse, loss, or unauthorized access.

• Your data is retained for 3 years or as long as necessary to fulfill operational, enforcement, legal, or statutory obligations.

• Once information is no longer required, it is safely destroyed or irreversibly anonymized.

 

Account and Data Deletion (App Store & Google Play Requirement)

• If you have registered an account through our mobile application, you have the right to request the deletion of your account and associated personal data at any time.

• You may submit a deletion request via our online portal or by emailing our Privacy Officer at privacy@Stellar.org.nz.

• Upon receiving your request, we will remove your account credentials and personal profile data from our active databases. Please note that certain data (such as outstanding enforcement notices, vehicle history tied to active disputes, or statutory financial records) may be legally retained for compliance and debt recovery purposes under New Zealand law.

 

Disclosure to Third Parties

We do not sell, rent, or trade your personal information. We may share limited data with trusted third parties only to execute essential services:

• Service Providers: Secure payment processors, IT infrastructure hosts, app analytics platforms, and print/mailing houses.

• Enforcement Partners: Debt collection agencies, legal advisors, courts, and tribunals.

• Regulatory Bodies: Government or law enforcement authorities when legally compelled to do so.

All third-party partners are strictly bound by contractual agreements to protect your data privacy to the same high standard required by law.

 

Your Choices: Opt-Out and Access

• Marketing Opt-Out: You can opt out of marketing communications at any time via the "Unsubscribe" link in our emails, or by modifying your in-app communication preferences. Essential transactional or enforcement notices will still be sent.

• Access and Correction: You have the right to request a copy of the personal information we hold about you, or ask for corrections. Please contact our Privacy Officer to submit a request.

 

Complaints

If you believe your privacy rights have been breached, please contact our Privacy Officer immediately. You also retain the right to lodge an official complaint with the Office of the Privacy Commissioner (New Zealand).
